Geographic units with no MA enrollment show $0 local MA Benchmark because payment rate could not be weighted. Medicare Advantage payment rates presented reflect base county rates for Aged beneficiaries and not actual payments to Medicare Advantage plans, which are adjusted based on health status, age, gender, working status, Medicaid eligibility, and institutionalized status of each Medicare enrollee. US territories are not included in metro, non-metro, or MSA measures.
Definitions: Average Monthly Weighted Payment Rate through 2005. Beginning in 2006, Average Monthly Payments per County are used as Benchmarks for Plan Bids.
Sources: Mathematica Policy Research and KFF analysis of CMS MA County Ratebook. Data can be found at http://www.cms.hhs.gov/MedicareAdvtgSpecRateStats/RSD/list.asp. Prior to 2006, enrollment from March of the given year was used for weighting. Rates for 2006-2008 are weighted by enrollment from the Monthly MA Enrollment by State/County/Contract file, November of the previous year. Rates for 2009 are weighted by enrollment from the March 2009 Monthly MA Enrollment by State/County/Contract file. Starting in 2010, Rates come from KFF analysis of the County Ratebook.

* Scale represents range of values for all US States.
